Dr Meredith Burgman MLC, President of the NSW Legislative Council, will speak on Dr Evatt's role in the development of the United Nations. The future of the United NationsJohn Langmore will speak to his new book Dealing with America: the UN, the US and Australia. Can the UN operate successfully in the post-Iraq war environment in which one power - the USA - seeks unilateral dominance? John Langmore, a former senior UN staff member and Australian MP, will look at the origins of the Bush doctrine of pre-emption, and the implications for the UN and Australia.
The UN is at a defining moment, as crucial as 1945 when it was founded. Attacks from neoconservatives in President George W Bush's administration, as well as investigations for fraud, have played a role. In the midst of this, a high-level panel, including former Australian Foreign Minister Gareth Evans, released a detailed set of proposals for reform. The UN Secretary-General, Kofi Annan, has used these as the basis for his proposals to the UN Summit in New York starting on 14 September. Langmore questions whether the Howard government's acquiescence to the policies of the Bush administration is really in Australia's national interest, and will outline how Australia could contribute to a more stable and secure international system. John Langmore is a Professorial Fellow at the University of Melbourne. He was Director of the UN Division for Social Policy and Development in New York for five years from 1997 and then Representative of the International Labour Organization to the United Nations for two years. One of his principal responsibilities while working in the UN Secretariat was the organisation of the special session of the General Assembly on social development held in Geneva in June 2000. When appointed, he was the most senior Australian working in the UN Secretariat.
